Governments should publish line-by-line budgets, cap risk-sharing with FIFA, and commit to a full, audited after-action report: actual costs vs. projections, who paid what, and which “legacy” benefits materialized—jobs, tourism, and facility use—after the temporary seating comes down. Until that transparency arrives, the public is financing a blank cheque with a promise of vibes.
